Los Toros is a city in Baja California, Mexico. During the 2000s, Los Toros was a crime-ridden city which included a port, an industrial district, and a red light district, and its gun-toting and drug-pushing underworld was controlled by the Morales Cartel. In 2005, undercover DEA agent Ramiro Cruz infiltrated the Morales Cartel with the goal of avenging the death of his father at the hands of the cartel boss Papa Muerte, whose former lieutenant Cesar Morales ran the local cartel. The city was the site of several shootouts between Cruz and the various criminal elements within the city, and Cruz ultimately succeeded in bringing down the Morales organization.
