The leaders of the Loco Syndicate: Mike Toreno, Jizzy B, and T-Bone Mendez
The Loco Syndicate was a crack cocaine-manufacturing drug syndicate that existed in San Francisco, California during the early 1990s. Its leaders were the undercover CIA agent Mike Toreno, the Rifa gang leader T-Bone Mendez, and the pimp Jizzy B, and the syndicate had deals with the treacherous Grove Street Families OG Big Smoke through his envoy Ryder Wilson. The Loco Syndicate sent crack coaine south into Los Angeles until 1992, when T-Bone Mendez and Jizzy B were murdered by Carl Johnson and their drug factory was destroyed.
