Liu Fu (died 238) was a subordinate of Gongsun Yuan of Liaodong. He helped write a response to the Imperial edict refusing to accept Gongsun Yuan's independence. When Wei forces surrounded them, he served as an envoy offering surrender to Wei. However, Sima Yi, angered that Gongsun didn't deliver the surrender himself, killed him.
