Leland Monroe in 1947.

Leland Monroe (August 20, 1889) was an Australian-American businessman and real estate tycoon who is famous for his creation of Elysian Fields Development. Leland Monroe is also famous for being very corrupt, being a part of the conspiracy organization called the Suburban Redevelopment Fund, along with many other influential members of the city of Los Angeles. Monroe's mansion was raided by Detective Cole Phelps friend Jack Kelso, who was invited by Monroe to visit his mansion, leading to the 1947 Monroe Mansion Shootout , where Monroe was shot in the right leg by Kelso, who found the corruption payroll and documents that Monroe had. Monroe was eventually arrested after the death of Cole Phelps in September of 1947 by Henry Wallis and was sentenced to 20 years in prison, which for Monroe, was basically a life sentence. Monroe was responsible for organizing a string of arson attacks on homes whose owner's refused to sell their land to him in order for Monroe to build cheap, unsafe, low quality houses in the path of the Los Angeles Freeway in order to inflate the value of the land to collect the insurance money for him and the other members of the Suburban Redevelopment Fund.
