
The Kyorei-kai was a Japanese yakuza clan which was based in Kyoto. The family originated in Kansai, but, in 2018, their real estate backer Shigeru Kajihira persuaded them to expand into Tokyo. The Kyorei-kai started off by stealing territory from the Matsugane-gumi, a smaller affiliate of the Tojo-kai which was less prepared to fight back, and the Kyorei-kai used its control over the Matsugane-gumi's territory to enable Kajihira to redevelop the land around the Advanced Drug Development Center (ADDC). However, the ADDC's closure stalled due to its development of a drug which could treat Alzheimer's, and several Kyorei-kai members were killed by a detective-turned-mass murderer, Mitsuru Kuroiwa, many of them being used as test subjects for the AD-9 Alzheimer's drug. Captain Satoshi Shioya and Lieutenant Akira Murase were killed in the ensuing war with the Matsugane-gumi and ADDC doctor Yoji Shono's vendetta against the Kyorei-kai, and the exposure of AD-9's failure not only led to the closure of the ADDC, but also the exposure of Vice Minister for Health Kaoru Ichinose's corruption and the termination of the land redevelopment deal, costing the Kyorei-kai ¥10 billion.
