The Kyokuso-gumi was a Japanese yakuza family and a subsidiary of the Kansai-based Omi Alliance federation. The Kyuoksuo Family was a low-rank, third-tier group under Patriarch Kanji Aotsuki's leadership, and the family infamously took homeless people prisoner, forced them to sign up for welfare, collected the checks in their name, and spent as little as possible to keep their captives alive. In 2019, information broker Akame, the leader of Osaka's homeless community, enlisted Kazuma Kiryu's help with bringing an end to the welfare-thieving racket. In retribution, Aotsuki raided Akira Mizorogi's workshop and stole his high-tech combat gadgets to sell to the black market and the "Four Kings of the Coliseum." Kiryu later defeated the Four Kings and procured their help in attacking the Kyokuso Family's base to recover the stolen gadgets. Kyokuso was defeated and forced to return the stolen gadgets, dissolve the family, and become informants for the Akame Network.
