Kyohei Jingu

Kyohei Jingu (1953-December 2005) was a Japanese LDP politician who served in the National Diet and as Director of the Ministry Intelligence Agency. Jingu rose through the ranks of Japanese politics with the help of an old acquaintance, political activist-turned-yakuza boss Masaru Sera, but Sera turned on Jingu in 2005 after Jingu's abuse of his newfound power became evident (both through Jingu's attempt to have his former lover Yumi Sawamura and estranged daughter Haruka Sawamura killed, and through his laundering of ¥10 billion in dirty money through the Tojo-kai's bank). Jingu masterminded the instigation of a civil war within Sera's Tojo Clan in December 2005 in order to bring his new allies, the Omi Alliance, into a position to control Japan's criminal underworld, which would give the powerful Jingu effective control over both Japanese politics and organized crime. However, his attempt to recover the ¥10 billion from the Millennium Tower in mid-December resulted in the deaths of Jingu, his ally Akira Nishikiyama, his former lover Yumi, and many MIA agents.

Biography[]

Kyohei Jingu was born in Tokyo, Japan in 1953, and he worked with Masaru Sera in political campaigns during his younger years, forming a long-lasting partnership. Jingu worked in law enforcement for several years before entering politics with the ruling Liberal Democratic Party and being elected to the National Diet. Jingu's rise during the 1990s coincided with Sera's rise to the chairmanship of the Tojo-kai yakuza clan, and Sera served as Jingu's behind-the-scenes backup as Jingu rose to be Director of the Ministry Intelligence Agency, a secretive and corrupt intelligence agency controlled by the Cabinet Office. Jingu regularly visited the Tojo-kai headquarters, where he met Shintaro Kazama's adoptive daughter Yumi Sawamura. The two fell in love and entered into a relationship which produced a daughter, Haruka Sawamura; Kazama tolerated the relationship because he believed that Yumi would then be able to cut her ties to the yakuza and be happy with Jingu.

However, Jingu went on to receive a proposition to marry the Prime Minister's daughter, and, as Yumi and Jingu hadn't married yet, Yumi backed down. Jingu went on to murder a journalist who had caught wind of the scandal and sought to use Yumi and Haruka to blackmail him, and Jingu had Sera help him dispose of the body. Jingu then decided to tie up loose ends by having Sera kill his former lover and their daughter, but Kazama intervened and prevented Sera's hitman from carrying through with the contract. Kazama persuaded Sera that no promise was so important that it should involve the killing of a woman and her child.

Sera's relationship with Jingu deteriorated until he broke finally ties with the increasingly ambitious Jingu in 2005; in December, he, Kazama, and Yumi Sawamura oversaw the theft of ¥10 billion in dirty money belonging to Jingu which had been stored in the Tojo-kai's bank. By then, however, Jingu had formed a secret alliance with the Omi Alliance, intent on destroying the Tojo-kai and controlling both Japanese politics and its criminal underworld; he predicted that Sera was going to betray him ever since he discovered Yumi's survival. When the yen was stolen, Jingu informed Nishikiyama-gumi patriarch Akira Nishikiyama, who called an emergency meeting of the Tojo-kai's captains to announce the ¥10 billion's theft before Kazama and Sera could reveal Jingu's crimes. Mistakenly believing that the ¥10 billion came from their own hard work, the Tojo-kai captains grew increasingly hostile towards Sera, and Nishikiyama's assassination of Sera on 4 December 2005 inaugurated a violent civil war within the Tojo-kai. As the Tojo-kai was divided, Jingu sent his MIA agents to track down and kidnap Haruka, but Haruka's protector and Yumi's adoptive brother Kazuma Kiryu rescued her from the MIA agents at Club Stardust.

Downfall[]

With Nishikiyama's help, however, Jingu tracked down Yumi, Haruka, and Kiryu to the Ares bar atop the Millennium Tower, where the ¥10 billion was stored in a vault accessible through the scanning of Haruka's pendant. After arriving by MIA helicopter, Jingu confronted his estranged family and Kiryu on the tower's rooftop and revealed the complex nature of his plot, and, when Yukio Terada arrived in an attempt to rescue Kiryu, Yumi, and Haruka, Jingu had his Omi Alliance henchmen turn on him, revealing that he had had made a deal with the 5th Chairman of the Omi Alliance from the beginning and had intended to betray the Tojo Clan and Nishikiyama all along. Jingu was prevented from shooting Yumi and Haruka when Yumi produced a suitcase bomb, threatened to blow up the ¥10 billion, and retreated into Ares, while Kiryu took down the Omi Alliance thugs and Jingu's small army of MIA agents and officers. Kiryu defeated Jingu in an intense fight on the tower's helipad before returning downstairs and preventing Nishikiyama from seizing the yen for himself.

As Kiryu, Yumi, and Haruka entered the vault with the ¥10 billion, an injured Jingu staggered his way into Ares and shot Kiryu in the leg. Before he could finish Kiryu off, Yumi stepped in the path of his second bullet, sacrificing herself to rescue Kiryu and Haruka. Incensed at the sight of Jingu shooting his unrequited love, Nishikiyama promptly mustered his strength, stabbed Jingu in the abdomen with a knife, and shoved him into the vault. Nishikiyama, seeking to redeem himself, proceeded to shoot the suitcase bomb, blowing up himself, Jingu, and the ¥10 billion and putting an end to Jingu's plotting.
