Kijin-kai

The Kijin-kai was a subsidiary of the Omi Alliance yakuza federation of Japan, founded in the 1980s by Homare Nishitani. It was based out of a police precinct in Osaka, with its members being "arrested" in order to access their hidden base in the local jail. In 1988, Dojima-gumi lieutenant Keiji Shibusawa hired the Kijin-kai to kidnap vacant lot owner Makoto Makimura to help them with a real estate transaction, but Nishitani's failure to capture Makimura led to Shibusawa hiring a corrupt policeman to execute Nishitani, whose lieutenant Ryobe Oishi took his place. By 2006, the Kijin-kai was no longer among the Omi Alliance's top organizations.
