Kevin Boosie was born in Milwaukee, Wisconsin in 1935, and he worked as a farmer before working for the Department of Agriculture as an advisor. In 2000, he was elected to the US House of Representatives as a Democrat, and, in 2001, he was elected President to succeed the term-limited incumbent William Randel. Under Boosie, Congress voted 14-12 in favor of public housing (with the New Democrats opposing and the Progressive Democrats and Republicans voting in favor) and 16-9 in favor of protest prohibition (supported by the Republican majority). In the early 2002 elections, the Republicans and Democrats ewre tied with 15 seats each, with the main factions each holding 10 seats and their minority factions each holding 5 seats. Boosie won a second term in office, and, under his watch, Congress voted 14-7 to abolish public housin, 14-12 to decline a stamp duty, 16-8 to approve a housing tax, and 24-3 to abolish protest prohibition laws. The ensuing election saw the Republicans win a 16-14 majority in the House of Representatives, as the New Democrats lost seats due to progressive attacks on the presidency. Nevertheless, Boosie won another term in office. Congress voted 17--6 to approve a public smoking ban, 18-5 to approve retirement homes, and 15-5 to approve an ambulance service. The next election saw the Republicans retain their majority, and Patrick Ubizzi won the presidential election.
