Julius No (1918 - 1962) was a German-Chinese organized crime figure who was involved with both the Tong and SPECTRE. After fleeing with $10,000,000 of the Tong's money in gold, No bought Crab Key in the Caribbean, building a large base at the island. After being hired by SPECTRE, he attempted to disrupt American rocket launches from Cape Canaveral during the early 1960s. In 1962, he was killed by British MI6 agent James Bond after he murdered MI6 station chief John Strangways for discovering his plot.

Julius No was born in Peking, China in 1918, the "unwanted son" of a German Protestant missionary and a Chinese girl from a good family. No was taken in by the Tong, the largest criminal organization in China, although the Tong usually did not recruit people of only partial Chinese ancestry. No later betrayed the Tong and took $10,000,000 in gold, using the money to finance a move and an operation on Crab Key in the Caribbean. He became affiliated with the SPECTRE international criminal organization after both the United States and the Eastern Bloc rejected his offer of assistance, using his newfound alliance to exact revenge on the East and the West for rejecting him. No turned Crab Key into a heavily-guarded base, building a flamethrower tank that came to be known as the "dragon" of the island; he also built a base that used atomic energy to power a radio beam that could prevent US missile launches from Cape Canaveral. During his experimentation with nuclear power, No lost both of his hands; as a result, he constructed new ones made from a durable metal. These hands were an early but crude form of cybernetics.

Dr. No's death
In 1962, Dr. No had MI6 Jamaica station chief John Strangways murdered after Strangways began working with the CIA to investigate the rocket launch failures, leading to top-tier MI6 agent James Bond being sent in to investigate. Dr. No failed to assassinate Bond on several occasions, but he succeeded in capturing Bond and Honey Ryder after they infiltrated his island base. No gave the two prisoners luxurious apartments, but he later had Bond tortured. Bond later escaped from his room, stole the Hazmat suit of an employee, and overloaded Dr. No's underwater nuclear reactor as No prepared to interfere with the launch of an American rocket for Project Mercury. Dr. No attempted to stop Bond, and the two men fought on a small platform as it descended into the boiling water below. Bond managed to climb off of the platform and escape. No attempted to follow him, but due to the lack of grip the hands gave No, he slipped and fell into the boiling nuclear waste water, cooking to death.
