Julius Little (1958-2011) was an American tour guide and former criminal who founded the Third Street Saints, a notorious street gang active in Detroit and Philadelphia.
In the aftermath of a violent gang shootout between three street gangs in Detroit, Julius rescued a young passerby known as the Playa and recruited them into the Third Street Saints. Originally formed to protect the streets, the Third Street Saints soon superseded the city's criminal underworld. After taking over the entire city, Julius is arrested and the Playa assumes control of the gang. Upon his incarceration, Julius became disillusioned with his gang and sought to kill the Playa and subsequently dismantle the Third Street Saints. The Playa was critically wounded in a boat explosion, and led to them being placed in a coma for several years.
Julius was later employed as a tour guide for the Ultor Corporation, giving tours of the church used by the Third Street Saints as a gang hideout. Five years later, the Playa awakened from their coma and began rebuilding the Third Street Saints in Detroit. The Playa is contacted by previous associate Dexter Jackson to meet at the old church to right old wrongs, but was instead greeted by Julius. After a brief confrontation, the pair would be ambushed by Ultor's Masako Unit and they both escaped from the church to the Roman history museum. Upon escaping, Julius is later shot and killed by the Playa.
