The Juarez Cartel was a Mexican drug cartel based in Ciudad Juarez, Chihuahua, across the US border from El Paso, Texas. The cartel was founded in 1970 by Rafael Aguilar Guajardo and Pablo Acosta Villarreal, and the cartel was known to decapitate its rivals, mutilate their corpses, and dump them in public places. The cartel became rivals with the Sinaloa Cartel, and it allied with the Barrio Azteca against its enemies. The death of Amado Carrillo Fuentes during surgery in 1997 weakened the cartel, but the cartel continued to exist as an ally of the Beltran Leyva Cartel, Barrio Azteca, Los Zetas, and the Tijuana Cartel, while it was rivals with the Sinaloa Cartel, MS-13, Jalisco New Generation Cartel, Gente Nueva, the Knights Templar Cartel, the Gulf Cartel, and La Familia Michoacana. In 2011, the weakened Juarez Cartel was refounded as the "New Juarez Cartel".
