
Joseph Kirkland (18 January 1770-26 January 1844) was a member of the US House of Representatives (F-NY 16) from 4 March 1821 to 3 March 1823, succeeding Henry R. Storrs and preceding John W. Cady. Born in Lisbon, Connecticut, he practiced law in New Hartford, New York before serving in the state assembly, as a district attorney, and in Congress; he later went on to serve as Utica's first mayor from 1832 to 1836.
