
Jomei Tsukuda (born 1963) was a Japanese yakuza criminal who was affiliated with the Kazama-gumi subsidiary of the Tojo-kai in Kabukicho, Tokyo during the 1980s. On 18 December 1988, he and a few other rookie thugs confronted Goro Majima came to the Kazama family's offices to search for Akira Nishikiyama, only to stand down when the family's captain Osamu Kashiwagi decided to take on Majima himself. Tsukuda later ran to the rooftop to check on his defeated boss, only to find that Majima had defeated him. Majima then forced Tsukuda to give up Nishikiyama's location lest he harm Kashiwagi, and Tsukuda reluctantly told Majima that he could find Nishikiyama at the Serena Executive Lounge.
