Joel Barlow Sutherland (26 February 1792-15 November 1861) was a member of the US House of Representatives (D-PA 1) from 4 March 1827 to 3 March 1837, succeeding John Wurts and preceding Lemuel Paynter. Born in Gloucester County, New Jersey, he served in the War of 1812, in the Pennsylvania House of Representatives from 1813 to 1816, in the state senate from 1816 to 1817, in Congress, and as a Whig judge. He died in Philadelphia in 1861.
