Jo Chol-ryong () was the Vice-Director of the Europe Department of North Korea and a member of the Committee for Cultural Relations.

Jo Chol-ryong was born in North Korea, and he became the Vice-Director of the Europe Department and a member of the Committee for Cultural Relations. He was involved in foreign relations in both posts, and he spoke English well; he was interviewed in the 2015 documentary "The Propaganda Game" by Spanish filmmaker Alvaro Longoria.
