Isao Nonomiya (died 2019) was a Japanese businessman who owned Otohime Land and Club Silky Queen in Yokohama.
Biography[]
Isao Nonomiya was born in Yokohama, Japan, and he befriended Hamako Karasawa and Tome Kamataki, frequenting Ichiban Confections and treating Eri Kamataki as a daughter. While he was unafraid of pursuing unethical business practices as a nightlife impresario, occasionally reusing dirty bathwater at his Otohime Land soapland, he cared for his employees and gave the wayward Saeko Mukoda a job at his hostess bar and her sister Nanoha Mukoda a place at his soapland when she needed money for her father's care at Sunlight Castle. When Eri Kamataki took over Ichiban Confections, Nonomiya paid her loan in full and decided to take over as company president, as he sought to go fully legitimate and create a "safety net" for the city. In 2019, he employed Ichiban Kasuga and his friends at Otohime Land, and he persuaded them to investigate Nanoha's strange behavior, which they discovered to be caused by the urgent need to raise money for a supposedly important surgery her father was to receive at Sunlight Castle. The group ultimately unveiled the castle's pension and healthcare scams and rescued Nanoha's father.

Meanwhile, Yokohama Liumang strategist Akira Mabuchi was looking to trigger a war with the Seiryu Clan to facilitate his takeover of Yokohama, and he decided to murder a random shopkeeper associated with the Seiryu Clan to bring about yakuza retaliation. He ultimately decided on Nonomiya, barging into his soapland and hanging Nonomiya, making his death appear to be a suicide. Kasuga and his friends came across Nonomiya's body while triumphantly returning to the soapland from Sunlight Castle, and their investigation into the Liumang's role would ultimately spark the intended gang war. Kasuga continued Nonomiya's mission by taking Saeko into his party and helping Kamataki rebuild Ichiban Confections to become Yokohama's top business.
