The International Criminal Court is a intergovernmental organisation and tribunal based in the Netherlands that prosecutes individuals for war crimes, crimes against humanity, and crimes of aggression. The ICC exists to carry out prosecutions when national level judicial systems are incapable of doing so or it receives recommendations from the United Nations Security Council. The ICC consists of the Presidency, the Judicial Division, the Office of the Prosecutor, and the Registry. The basis for its existence the multilateral Rome Statute, adopted in 2002. As of 2019, it has indicted 44 individuals and has carried out investigations relating to 11 situations, with another 11 in the preliminary stage.
