The International Contract Agency (ICA) was a global conglomerate of professional assassins that accepted contracts revolving around assassination and thievery from world governments and wealthy clients.
The ICA was led by a board which oversaw its operations and funding. The agency was nearly destroyed twice; once in 2004, when the Franchise began assassinating its agents and handlers, and in 2013 when Diana Burnwood flushed the ICA's bank accounts and revealed the existence of the ICA to the world.
The ICA was finally rendered defunct in 2021, when former agent 47 and hacktivist Olivia Hall broke into the ICA Data Facility in Chongqing, China and leaked all information on the ICA and their agents, assets and clients onto the Internet. Providence then absorbed the remnants of the ICA into their network.

- Diana Burnwood (formerly) - British heiress. Handled 47 during his entire career in the ICA. Left the ICA briefly in 2012 and had her assassination feigned by 47, later rejoined and left again in 2019 to join Providence, and later worked with 47 against many criminal syndicates
- Jiao - Malaysian handler. Presided over the 2021 Berlin assassination of 47, which ended in the deaths of the entire strike team.
- Dolores Powell (formerly) - Joined Providence after the ICA's collapse.
