Herschel Cellel Loveless (5 May 1911-4 May 1989) was the Democratic Governor of Iowa from 17 January 1957 to 12 January 1961, succeeding Leo Hoegh and preceding Norman A. Erbe.

Herschel Cellel Loveless was born in Hedrick, Iowa in 1911, and he became Iowa's fourth Democratic governor since the American Civil War in 1956. His ties to the growing labor movement and the state's urbanization resulted in his victories, and he focused on flood control, mental health, and social services. He died in 1989.
