Herbert Morley (2 April 1616-29 September 1667) was an English politician who served in the House of Commons variously from 1640 to 1667.

Herbert Morley was born in Glynde Place, Sussex in 1616, the son of Robert Morley. He became a lawyer in 1634, served as a Justice of the Peace for Sussex from 1641 to 1660, served as MP for Lewes during the Long Parliament, served as a Parliamentarian colonel during the English Civil War, rescued Lewes from a threatened Royalist assault at the Battle of Muster Green in December 1642, served as a member of the Council of State from 1650 to 1653, served as MP for Rye under the Protectorate, refused to negotiate King Charles II of England's return, purchased a pardon in 1660, and served as MP for Rye from 1661 until his death in 1667 at the age of 51.
