Heizo Tsuda (born 1943) was a Snake Flower Triad member who lived in Dotonbori, Osaka during the 1980s. On 17 December 1988, he and his gang attempted to jump the recently-arrived yakuza Kazuma Kiryu, but Kiryu beat him and all of his fellow triads down.
