Armando Howe was born in New York City, New York, and he became the owner and proprietor of Hawk's Steakhouse on Broadway in Midtown Manhattan during the 1930s. His business was used as a front by the Cuneo crime family, with Tammany Tom Wilson running a racket from the second floor of the restaurant. In August 1945, after several attempts at taking over the well-defended business, the Corleone crime family enforcer Aldo Trapani succeeded in forcing Howe to pay protection to the Corleones.
