Harry Dahl was born in Schoenebeck, Weimar Republic on 7 August 1929, and he attended the police military academy in 1949 before becoming a cultural director in the police in 1952. In 1956, he moved to the Stasi, and he became a colonel in 1974 after rising through the ranks. From 1975 to 1985, he led Division XXII, which was responsible for terrorism; he had his underling Helmut Voigt attempt to stop Carlos the Jackal's henchman Johannes Weinrich from receiving explosives from the Syrian embassy.
