H. Leslie Quigg was the chief of police of Miami, Florida during the early 20th century. Having moved to Miami in 1901, Quigg became a policeman, and he secretly joined the Ku Klux Klan. In 1917, he became chief of police for the first of three terms, and he became an infamous racist for killing an African-American bellboy for speaking to a white woman. In 1939, he let the KKK perform an auto parade down Flagler Street, heightening race tensions in the city.
