Georgy Milenkov (died 1969) was an influential Soviet Politburo member during the 1960s. He was the mastermind of Project Solaris, a plan to turn the Moon into a Soviet base.

Georgy Milenkov rose in the ranks of the Communist Party of the Soviet Union before becoming a member of the Politburo, and he was known to be a member of the hawkish wing of the party. During the 1960s, he rose to a position of prominence and began to secretly arrange for the KGB to prepare for a nuclear war with the United States, sending Agnet Ivan Oranchov to San Francisco to meet with his contact Coyote Bongwater. Their plot to destroy San Francisco with several nuclear bombings failed, as did their plot to set off several chemical bombs across London. Milenkov succeeded in creating a massive reptilian monster, Kojira, to destroy Tokyo, but Kojira was later taken down, apparently by an extraterrestrial UFO. Milenkov would disappear soon after, and it was rumored that he had been killed on the Moon by an extraterrestrial after he shapeshifted back into a Blisk alien, his alleged original form.
