
George Robert Carter (28 December 1866-11 February 1933) was the Republican Territorial Governor of Hawaii from 23 November 1903 to 15 August 1907, succeeding Sanford B. Dole and preceding Walter F. Frear.
Biography[]
George Robert Carter was born in Honolulu, Hawaii in 1866, the son of businessman and politician A.P. Carter. He worked as an apprentice at a Seattle bank before returning to Hawaii to resume his banking career. He served in the territorial senate from 1901, became Secretary of the Territory in 1902, and became territorial governor in 1903 on Sanford B. Dole's appointment as a federal judge. He created Hawaii's five counties during his tenure, and he died in 1933.
