Fumiya Sugiura

Fumiya Sugiura (1993-), born Fumiya Terasawa, was a Japanese street thief and private investigator with Yokohama 99 who worked with Takayuki Yagami to unravel the AD-9 conspiracy from 2018-2019 and Vice-Minister for Health Reiko Kusumoto's murder case in 2021.

Fumiya Terasawa was born in Tokyo, Japan in 1993, the younger brother of Emi Terasawa. In 2015, his sister was brutally murdered, and her boyfriend Shinpei Okubo was arrested for the crime. Fumiya came to resent Okubo's lawyer Takayuki Yagami for securing his acquittal, and, disillusioned with society, he became a criminal due to his anarchist convictions. Prior to Okubo's second trial, Fumiya - who went by "Sugiura" as a pseudonym - confronted Yagami and said that he was just as guilty as the murderer he had gotten acquitted. Sugiura then joined up with a group of masked burglars, but he fell out with the gang leader Crow over his profit-centered motives; Sugiura had seen himself as a Robin Hood figure who only stole from the rich and corrupt.

In December 2018, he once again crossed paths with Yagami after stealing the latter's phone as he fled from the TMPD. Yagami pursued Sugiura, who returned the phone once the police had vanished. Sugiura took an interest in Yagami after he began to uncover the AD-9 conspiracy, and, seeking to derail his attempts to prove Okubo's innocence of Terasawa's murder, he rescued him from the Matsugane-gumi on several occasions and eventually introduced himself using his "Sugiura" alias. Sugiura became a key member of Yagami's team during his investigation, rescuing him from Satoshi Shioya and his Kyorei-kai lackeys (after which he revealed his face by removing his Jester mask), accompanying him to the ADDC to investigate Dr. Yoji Shono's role in Masamichi Shintani and Emi's murders, helping him rescue Masaharu Kaito from Kyohei Hamura, and looking into the AD-9 drug and its developers. While Sugiura initially joined Yagami's team with the goal of preventing his return to the courtroom (as he still believed Okubo to be guilty), he came to genuinely commit himself to the team after realizing that Okubo was innocent and that Shono was Emi's true murderer. When he and Yagami tracked Shono down to his secret AD-9 lab at Monsieur Lee in Kabukicho, Sugiura filmed the lab before attempting to murder Shono for killing his sister. The police arrived in time to prevent Sugiura from killing Shono, but prosecutor Kunihiko Morita decided against making an arrest, lest the lab become a crime scene and thus become known to the public. Back at the Yagami Detective Agency, Sugiura revealed his true identity and motivations to Yagami and his team, but Yagami deduced that Sugiura had, like him, been in search of the truth the whole time, and forgave his initially treacherous intentions.

In January 2019, Sugiura headed to the ADDC with Yagami, where they rushed to rescue Shono from the hitman Mitsuru Kuroiwa so that Shono could stand trial and reveal AD-9's lethality, as well as his own past crimes. Sugiura was shot in the stomach by Kuroiwa, but, after Yagami defeated Kuroiwa and Shono told a dying Kuroiwa about AD-9's final form, Sugiura used his phone camera to record Shono's speech. The recording caught Shono mentioning his belief that his murders were for the greater good, as well as his death from his own AD-9 injection. Sugiura provided this video to the court at Kazuya Ayabe's trial, resulting in Ayabe being acquitted and Kuroiwa and Shono established as the murderers. Sugiura then visited Okubo at the detention center, where the two reconnected and reconciled; Sugiura vowed to visit Emi's grave with him after he was released from prison.

Later in 2019, he and Makoto Tsukumo moved to Isezakicho, Yokohama and opened the Yokohama 99 detective agency with Jin Kuwana's approval. In December 2021, he helped Yagami and Masaharu Kaito investigate the rising number of bullying cases at Seiryo High School, and he was knocked out by a group of Yokohama Liumang members during the investigation. He later interrogated sexual harassment victim Yui Mamiya, discovering that Akihiro Ehara had harassed her at the same time he had supposedly killed Hiro Mikoshiba.
