Franklin Dudley was born in Miami, Florida, and he managed the Elite Diner as a tough and resourceful businessman. He paid protection to Rico Granados as a matter of convenience and there were cordial relations between the two. However, these links were severed in 1959 when Dominic Corleone forced Dudley to pay protection money to the Trapani crime family.
