Frank "Frankie Loc" Locascio (1933-1 October 2021) was the Consigliere of the Gambino crime family under John Gotti, serving as one of his closest lieutenants. Locascio was one of the first members of the family that Gotti promoted following the assassination of Paul Castellano; he first served as acting Underboss, but he later became Consigliere in 1987. In 1992, he was sentenced to life imprisonment for racketeering.

Frank Locascio was born in New York City, New York, United States in 1933 to two Italian immigrants from Baucina, Sicily. He became a made man in the Gambino crime family during the 1950s and worked as a bookmaker and loanshark for the family before becoming the caporegime in charge of the family's Bronx crew.

After the December 1985 assassination of Don Paul Castellano, Locascio became a member of John Gotti's inner circle, becoming his consigliere and one of his closest lieutenants (he was briefly underboss after Joseph Armone was imprisoned in 1987). On 11 December 1990, he was arrested on racketeering charges, and he was convicted on 2 April 1992 and sentenced to life imprisonment on 23 June. He died in prison in 2021 at the age of 89.
