Francis McReary was born in Astoria, Queens, New York City, New York in July 20, 1963, the son of Irish immigrants John and Maureen McReary. He was the second of five children, being the younger brother of Derrick McReary and the older brother of Gerald McReary, Patrick McReary, and Kate McReary. McReary originally wanted to become a Catholic priest, but he stole money while working as an altar boy, and he was caught cheating on his priesthood examination. He instead became a policeman in the NYPD, and he rose to become Deputy Police Commissioner by the 2000s, earning the ire of his siblings, who led the McReary crime family. Francis severed his ties to his family to pursue his own career, although he was even more crooked than his siblings, as he routinely engaged in corrupt activities, including orchestrating extrajudicial killings, having dealings with drug dealers, and being linked to prostitution.

Francis McReary's death

In 2008, he was pictured with some prostitutes by Marco Lacasa, a man hired by the crusading lawyer Tom Goldberg to blackmail McReary and ruin his career. McReary hired Niko Bellic, whom he had met through his acquaintance Manny Escuela, to kill Lacasa and Goldberg in exchange for turning a blind eye to his former association with the Russian Mafia. Bellic killed both men, and McReary, feeling redeemed, gave Bellic some money. He also had him kill Spanish Harlem drug dealer Clarence Little and an associate of his in Jersey City, New Jersey, and McReary planned to give Bellic $10,000 if he would kill his brother Derrick after Derrick threatened to reveal his corruption. The McReary brothers met at a Turtle Bay park, and Francis ordered for Niko to shoot Derrick at the meeting. However, Bellic, disgusted with Francis' lack of morality, shot Francis McReary instead, saving Derrick who had called Bellic and asked him to go to the meeting to protect him. Francis McReary was buried on Roosevelt Island, and his funeral procession was ambushed by Albanian Mob enforcers.
