Foscani department was a department of Colombia located in the country's north, with Foscani serving as its capital. It was located east of Molino department, west of Rogandes dpeartment, and north of Tensaca department. It was home to a major seaport, and it was dominated by Alfonso Tobar's Los Mareros cartel until 1990, when the Hermanos Carnales cartel of Felix Vijo took over the region and allowed Los Mareros to merge into its ranks.
