The Fooliganz are an American Juggalo drug-dealing gang based in Sandy Shores, California. Led by Dax Hebert, its gang members tended to wear "90's gangbanger" outfits and clown-themed shirts, tattoos, and face and body paint, and they lived by a motto of "No Judgement" and bonded over drug use and party life. The gang had a strong anarchist and anti-establishment view, as their graffiti often mocked law enforcement, government, and corporations. The gang was involved in the manufacture and supply of hallucinogens such as LSD, and, in 2022, they took over Sandy Shores after Trevor Philips retired from crime and established Ace Liquor as their headquarters. The Fooliganz engaged in turf warfare with The Lost MC biker gang in the Grand Senora Desert, but, with the help of Slugs Piombino and his associates, they wrought their vengeance by bombing the Lost's Hollywood scrapyard hangout. The Fooliganz later stole pure precursor chemical supplies from Humane Labs and Research, acquired an Action Mobil Global XRS 7200 truck from a train crash and transformed it into a mobile acid lab, and later battled Isiah Friedlander's mercenary gang when Friedlander kidnapped their chemist "Labrat".
