Biography[]
The Flaming Windmills were formed in Netherlands in the late 1960's. Led by Rutgert van Leuven, the gang operated as an international crime syndicate with primary revenue coming from counterfitting US currency, owning several strip clubs such as the Dirty Rabbit in Rotterdam, and blackmail. Their primary hideout was in a private compound in Rotterdam, Netherlands.
Agent 47 crossed paths with the gang two times while he was in Rotterdam in 2000 - first, during a deal with Kazakh gunrunner and 47's genetic father, Arkadij Jegorov, and second time while 47 was infiltrating their compound to assassinate van Leuven and private detective Klaas Teller, and retrieving a photograph containing alleged blackmail.
