Rapture

Rapture was an independent, underwater colony founded by Andrew Ryan. Having become frustrated with society during the post-WWII period, Ryan became determined to create a purely "laissez-faire utopia". His affiliated companies started construction on the city in 1946 and finished in 1951. It was located at 63° 2' N, 29° 55' W, with the closest country being Iceland about 270 miles west.
