Festus Haggen was a Deputy US Marshal in Dodge City, Kansas during the 1870s, serving as Marshal Matt Dillon's assistant. Haggen had little to no education, but he was a savvy plainsman, and he served in the Confederate States Army during the American Civil War before becoming a deputy in Kansas.
