Biography[]
Felix Olivares was born in Pachuca de Soto, Hidalgo, Mexico on 5 August 1964, and he was licensed as a lawyer from the Autonomous State University of Hidalgo and married Laura Vargas. He served in the Chamber of Deputies from 2003 to 2005 and as Governor of Hidalgo from 2005, serving as a PRI member. In 2012, influenced by Omar Pardo's article in El Popular, Olivares contacted PRI presidential candidate Enrique Pena Nieto and convinced him to establish a Senate commission to investigate Secretary of Public Security Conrado Higuera Sol's ties to the Sinaloa Cartel boss El Chapo. However, Higuera Sol hired an IT specialist to look into Olivares' educational history, and he discovered that Olivares only completed three years of law school, and that he had not graduated, despite being a certified attorney at law. Higuera then sent his henchman to the bar association with Olivares' school ID, hoping to ruin his reputation.
