
Emanuel Bernard Hart (27 October 1809-29 August 1897) was a member of the US House of Representatives (D-NY 3) from 4 March 1851 to 3 March 1853, succeeding Jonas P. Phoenix and preceding Hiram Walbridge. Born in New York City, he worked as a merchant before serving on the board of aldermen in 1845 and as New York's first Jewish congressman and the third in the country. He later served as surveyor of the Port of New York from 1857 to 1861, as a hospital president, and as an immigration commissioner from 1870 to 1873.
