
Elton Carter (1950-1984) was a Philadelphia Police Department detective who served as John Book's partner during the 1980s. In 1984, he participated in Book's investigation of the murder of an undercover policeman at 30th Street Station, and, after Book discovered the murderer to be narcotics detective James McFee and reported the case to police chief Paul Schaeffer, Book was forced to go into hiding after Schaeffer tipped off McFee about Book's investigation. Book contacted Carter from hiding and had him delete the files on the Amish murder witness Samuel Lapp and his mother Rachel Lapp, and Carter remained Book's mole in the police department as he hid from the corrupt Schaeffer and McFee in Lancaster. However, Schaeffer and McFee later discovered Carter's role in the murder investigation and arranged his murder, passing it off as death in the line of duty.
