Biography[]

El Chino was an officer in the Mexican judicial police, and he became known for his ties to drug cartels, especially the Juarez Cartel, the Tijuana Cartel, and the Sinaloa Cartel. In 1993, Juarez boss Amado Carrillo Fuentes hired El Chino to lure Sinaloa boss Joaquin Guzman Loera into a trap; El Chino, feigning friendship with Guzman, arranged for Guzman to fly from Guadalajara to Puerto Vallarta to meet with the Deputy Attorney General. El Chino bought Guzman's ticket himself, and he was scheduled to catch a 24 May 1993 flight to Puerto Vallarta. The brothers Ramon and Benjamin Arellano Felix, accompanied by Logan Heights Gang hitmen, attempted to ambush Guzman at the airport, but they only succeeded in killing the anti-government cardinal Juan Jesus Posadas Ocampo. El Chino was criticized by the Arellano Felix brothers for making them pay him without results, but he had them pay him several more millions of dollars in order to ensure that they would not be arrested for the shootout.
