Edwin Lee Norris (15 August 1865 – 25 April 1924) was the Democratic Governor of Montana from 1 April 1908 to 5 January 1913, succeeding Joseph Toole and preceding Sam V. Stewart.

Edwin Lee Norris was born in Cumberland County, Kentucky on 15 August 1865, and he was schooled in Bowling Green. He moved to Montana in 1888 and became a lawyer a year later; he served as city attorney of Dillon for five years. He went on to serve in the State Senate from 1896 to 1900, as Lieutenant Governor from 1905 to 1908, and Governor from 1908 to 1913, and he prohibited discrimination by life insurance companies and made mine operators liable when employees were disabled. He died in Great Falls, Montana in 1924.
