
Dwaine Harvey (born 1965) was an American drug smuggler and auto mechanic who was associated with fellow stoner Jethro Rampton and criminals Tommy Vercetti and Carl Johnson.
Biography[]
Dwaine Harvey was born in 1965 in Miami, Florida, and Harvey befriended Jethro Rampton. The two of them were known for their frequent use of pot, smoking joints at the Miami boatyard. Harvey and Rampton drove the fast boats, which they believed went from zero to sixty mph immediately after starting, and they collected "Jamaican smoke" for their own consumption.
Move to San Francisco[]

In 1986, Tommy Vercetti bought the boatyard so that he could smuggle cocaine into Miami Harbor, and Harvey and Rampton decided to move to San Francisco in California to have new jobs. Jethro worked at an Exxon gas station while Dwaine opened a hot dog truck, selling hot dogs to the people of San Francisco as his menial job. In 1989, he met a hippie marijuana dealer known as "The Truth" at the "San Francisco Love-in", and The Truth introduced Dwaine and Jethro to the gangster Carl Johnson. Harvey and Jethro decided to use their skills in marine engineering to become car mechanics, helping CJ with his garage.
