Devil Takamura was a Japanese street racer and one of the "Four Kings" of the Devil Killers racing gang in Fukuoka. Known to be an incredibly greedy man who wished to make as much money out of his gang as possible - through both street-racing and the group's branding - he was nicknamed "Devil" for his treachery. Takamura rose to lead the gang after Yotaro Nakajima's departure, becoming its top racer and transforming the Devil Killers from a group of fanatic hobbyists into a professional organization focused on illegal race gambling. In December 2012, he challenged Nakasu Taxi driver to a highway race on the condition that, if Kiryu won, the Devil Killers would disband. However, Kiryu soundly defeated Takamura. Takamura reneged on his promise and ordered his fellow gang members to kill Kiryu, only for Kiryu to defeat all of them. Toru Onisaka then arrived and forced the gang to disband before challenging Kiryu to a race himself.
