
Dawood Laghmani was Governor of Ghazni Province at the time of the 2021 Taliban offensive during the Afghanistan War. In May 2021, President Ashraf Ghani appointed Laghmani governor of Faryab Province, but the people rejected Laghmani, as he did not speak Uzbek; after ten days of protests, Laghmani was instead assigned to serve as Governor of Ghazni. On 12 August 2021, he and a colleague were arrested by the Afghan government in Maidan Wardak for abandoning the city to the Taliban, albeit after heavy fighting.
