David Stout was the El Paso County Commissioner #2 during the 2010s. He was elected as a Democratic Party member, but he supported Donald Trump's border wall plan. After the 3 August 2019 El Paso shooting, he criticized Patrick Crusius' targeting of the city for its Hispanic population, and Stout said that El Paso's demographics were a preview of what the country's demographics would look like in a few years.
