The Council of Ministers of the Soviet Union was the de jure government of the Soviet Union from 1945 to 1991, replacing the Council of People's Commissars. The council had some legislative power, although the Central Committee of the Communist Party of the Soviet Union (CCCP) would be the true leaders of the nation. The Council of Ministers was dissolved during the fall of the USSR in 1991.
