The College of Cardinals is the ruling body of the Papal States/Vatican City that elects a Pope when the old one dies. They are made up of international bishops who become "cardinals" (wearing red cloaks) due to high piety.

The College of Cardinals is the ruling body of the Papal States, made up of three Bishop Preferatii and fourteen Bishops, with all of these Cardinals hailing from Western Europe's various countries. The College of Cardinals is in charge of electing a new Pope when the previous one dies, and they advise the Pontiff on his courses of actions.
