Chester Blackwell (born 1923) was the manager of the Joey's All American Diner restaurant in New Orleans, Louisiana during the 1960s. A vigorous supporter of segregation (even after it was outlawed in 1964), he never hesitated to call the police when African-Americans attempted to solicit his restaurant's services, ensuring that his restaurant served whites only. In 1968, he threatened to call the police on Lincoln Clay when he entered the restaurant to sneak up on Manny Forcella in the back alley, and Blackwell denied him service on the grounds that he was colored. Clay responded by knocking him out with a sucker punch, causing the patrons of the restaurant to flee in fear and alert the police.
