Charles Rufus Skinner (4 August 1844-30 June 1928) was a member of the US House of Representatives (R-NY 22) from 8 November 1881 to 3 March 1885, succeeding Warner Miller and preceding Abraham X. Parker.

Biography[]

Charles Rufus Skinner was born in Mexico, New York in 1844, the son of Avery Skinner. He worked as a schoolteacher in Watertown before serving on the board of education from 1875 to 1884, in the State Assembly from 1877 to 1881, and in the US House of Representatives from 1881 to 1885. He later served in several educational roles from deputy state superintendent of public instruction to president of the National Education Association, and he became a legislative librarian and died in Pelham Manor in 1928.
