Charles "Chubby Charlie" Matteo (1948-2008) was the Underboss of the Ancelotti crime family of the American Mafia under Don Giovanni Ancelotti. In 2008, he was killed by Pegorino crime family hitman Niko Bellic during the Sprite Warehouse shootout.

Charles Matteo was born in Jersey City, New Jersey, United States in 1948 to a family of Italian descent, and he was involved with crime from a young age. In 1964, at the young age of sixteen, he was arrested for loansharking, and he was arrested for murder in 1966 when he was just 18 years old. Matteo became the right-hand man of Giovanni Ancelotti during the 1970s, and he gained his street name "Chubby Charlie" because of the large commission that he took on his loans. In 1982, he was arrested for manslaugher, and he was arrested in 2001 for racketeering; he decided to skip bail and hide out in New Jersey. Matteo would become an underboss of the Ancelotti crime family under Don Ancelotti, and Matteo represented Ancelotti on The Commission whenever he was unable to attend meetings.

In 2008, the Russian Mafia informed Matteo that the Pegorino crime family had stolen some cocaine from them on Randalls and Wards Islands, which had deprived the Ancelottis of their expected shipment. Matteo decided to go to The Commission and inform the other four families that the Pegorinos had been messing with the Ancelottis' operations, which could lead to the Pegorinos going to the mattresses with Manhattan's Five Families. Pegorino associate Phil Bell sent Niko Bellic to kill Matteo at the Sprite Warehouse in Elizabeth, New Jersey, where Matteo was heavily guarded by Russian mafiosi. Bellic shot his way through dozens of Russian mobsters and chased Matteo as he headed to the roof, and Matteo informed helicopter pilot Abramo Vesco of the Pegorinos' crimes so that, even if Matteo did not survive, proof of the Pegorinos' meddling would reach The Commission. When Matteo reached the helipad on the roof, he jumped onto the helicopter, but Bellic sprayed him with bullets before he could pull himself up, leading to him falling to his death on the street several yards below. The helicopter was then blown up with an RPG-7 rocket, preventing the Ancelottis from gaining assistance against the Pegorinos.
